new storage for new region

How do you get region storage for the new regions? I read on the Facebook page that a new storage warehouse should open up after 5,000 population is achieved in that region, but I have done so and don't see that warehouse coming up. Very frustrating to not know how to access the region storage for the new areas...

    Yes, but as in your image, the “build city storage” button is grayed out.  I have over 20000 population and 5050 cactus sims, and I cannot open the regional storage.  What’s going on?

    That did it.  Have to go to regional serv8ces and it is available there.  Many thanks for helping me crack the code.
