New train stations and new bolt for upgrading buildings

I am trying to find out where you can acquire the new bolt/nut item needed for upgrading residential buildings. I did the train station update and am now unable to progress in the game due to the new...

I’m on level 84, and this random nut/bolt just popped up.  You can ask for new build plans, but I agree it is frustrating to not have a way to make/acquire these.
