My city is only level 68. I believe Services 2.0 are worse for higer level cities because so many “red” residential homes that suddenly appear are overwhelming.
I think the main problem is, that when Services 2.0 arrive, you have no idea what works and what does not. I wasted a lot of Simoleons upgrading Services and roads in my regions during the first week. I stopped wasting Simoleons only after I had no more Simoleons and I realized that what I was doing would not provide results I needed.
I had to put all population boosters into storage to make room for necessary reorganisations and to avoid road upgrades. (I really wasted too many Simoleons and NeoSimoleons to upgrade roads.)
I buldozed about 10% of residential buildings in my Capital (like OldTown, Kyoto, Parisian and London homes - I planed to get rid of these for ages, so I am not complaining).
Prior Services 2.0 I could not afford more than one of each of Omega services. With Services 2.0, Omega Services (power, water, …) level 1 are affordable, so I replaced old services with Omega Services as fast as I was able to collect NeoSimoleons and buldozed the old now redundant services (to get regular Simoleons).
The most useful thing I had was Maxis Manor - it has infinite capacity (needs no upgrades).
It took about 4 weeks to get comfortable again, about 8 weeks to get all my population back where it was prior Services 2.0.I have not spend any real money to make my population 100% happy. However, the first 3 weeks of Services 2.0 were stressfull.

Same here. Just got a message saying services 2 is getting rolled out to all Mayors. They did not listen!
