In order for Epic Projects to appear you need to have placed a Department of Epic Projects building (found in Government Buildings), have at least one, fully upgraded Regular Residential House, and have at least one Specialization Building (i.e. Education, Transportation, Beach, Entertainment, etc.) placed close enough to the fully built Regular Residential Building for the Specialization to cover the residence.
Your Epic Project(s) should appear almost immediately.

Did you ever figure this out? I’m having the same problem and it is extremely frustrating
if there is a blue item above the town hall it means you havent gone through all of the tutorial steps in the game.once you clear all of the blue tasks the epics should instantly appear provided you have all of the normal epic requirements in place.
I am having the same problem and I'm at the end of my wits now: spent days researching and reading comments. Nothing works to get the damn winged icon to appear!!🤬
I'm at level 47, 150 residential buildings fully upgraded, and numerous placed in specialisation areas... Nothing!
It has to be a glitch...
