I can see you have an OMEGA University and a Gambling Casino, but I cannot tell what type of buildings they are close enough to cover. Are they OMEGA Buildings, Tokyo, Green Valley, Cactus Canyon, Limestone Cliffs, or are they already Epic Buildings? If so, you'll need to move, or place and build (complete) a "regular" Residential Building.
They are a mix of epic buildings, Japan and residential, attached shows transport coverage
Have you tried moving one of the regular Residential Buildings near your Mountain or closer to a different Specialization you may not normally use? Sometimes the game will try and force us to cycle through or add new Specialization buildings.
I'm going to try and help you figure this out. Will do a bit of reading and be back by soon.

Support Germany just told me, i should remove all not residentail buildings ( Tokio , London ) to get epic projects.WTF .?
