The score seems to be different each session though. I played in the city league three times already (hope, I'll move up this time at last!) and each time was different range. There was a group with above 62 000 for the first place (that time my score of 42 000 was only good enough for 40th place) and the was a group like the current one, there the first place is around 58 000 (one time all my assignments were less than 2000 points worth and I scored somewhere around 20th place, this time I had chains of good valued assignments and actually was first for a little while with my score around 57 000... Now I'm 4th it's not finished yet) So, I can't say it relates to the league, it's more like group related, and may be they also make some changes as we go.
