No way to win plum bob points on a task

Freuently, EA puts an upgrade design task on one of the special areas, like building an education town or family themed designs.  

HOWEVER, AT LEAST ONCE OUT OF EVERY THREE TIMES IT POSTS THAT TASK, THERE ARE NO special contests going.  So they put a task with absolutely to even do the task and win p-lumbob points.
