Not having snowy city theme

Hello why are some cities on simcity buildit covered in snow while mine and many others are not? Kind regards, Tim

I purchased the legendary tree for $1000 sim cash and I put it into my Green Valley, it is now called White Valley and I must say it looks spectacular
