Can’t submit a design challenge

I can’t submit a design challenge because it says my city needs more power. But I have more than enough power for the demand. This awful services update has ruined playing the game, and now design challenges too. It won’t let me submit. I used to load up the design challenge city, but I don’t anymore because it just keeps needing more and more upgrades.  You used to be able to submit even if your city wasn’t perfect, but I rarely get 100% happiness even though everything is covered. I have already bulldozed so much of my regular cities and what is left looks messy. I am now deleting whole regions.  I can’t be bothered with all the demand.

    How many houses do you have? If you have build  Green vally typ houses each full upgrated house needs 45 servives and Greenvally region needs additional 1 power for each house? Do you have abandoned houses? If so you have to repair them.

    Make sure all your Power Plants are connected to the road, and that there is a road connecting them to all the RZs. In your image, 2 of your Plants have a yellow box showing they are connected, but the other two at the back don't look like they are.
