Hopefully I'm just having a run of bad luck then - 20 ish canisters from 4 labs, all type 1!

That is strange, I have 4 Omega labs, each of them seems to produce can types in the same regular pattern 1-2-3-1-2-3… Maybe you have too many Simoleons and giving you only the small canisters is the way to decrease the ammount of Simoleons you have.
Thanks for the suggestion - but I've had a lot more simoleons before now. It's now looking more like 40 type 1s in a row!! I think it's because i bulldozed all my omega houses - even though i then built some more it is still stuck. Hey ho!
You need a certain amount of Omega RZs in your capital to get the bigger capsules. Not sure how many exactly.
