Parisian and England Zones Simcity Buildit

Are the Parisian, London or Tokyo Zones affected by Wealth Forecast as the regular residential zones?

I mean, will these zones look different due to wealth level?

    I don't believe so.  I have never seen any other structures for these zones other than what I have no matter how they're built, where they're built or the wealth of any given International zone.  They're basically all the same with only few differences between the structures anyway.  Speaking of fully maxed out buildings.  These are one of many cases where it would be beneficial, aesthetically speaking, to be able to stop upgrades and provide a better look and feel to the area.

    A minute ago, I upgraded a Parisian Zone in a Premium Homes zone and the parisian is still with the dark orange (Luxurious Homes).

    I've found the buildings for Tokyo and London zones are affected by the wealth forecast.  But I haven't noticed a difference in Paris ones.  For example, there are max upgraded Tokyo towers that are more colourful if the zone is premium rather than luxurious.  Some of the lower level London buildings are darker ... even to the point of drabness if it is not luxurious but it is still great to have for variety.   I have a tiny premium zone now to upgrade those buildings then move them back to their final position since I focused on only luxurious before and missed out on some neat structures.
