Tbh in their greed they destroyed the peaceful city building game and it's now what it is. I'm sorry you are having this problem, as it means your people can't make the highest points in Com but also have storage problems.
My view is if there's rules in club you go by them if not then do as you want. I don't quite understand this totalitarian part. I have been in many good and not so good clubs but the main thing is that all the great Clubs have some rules.
