Power and water not connected to city streets?? Help plz

I'm having a hard time. Im level 15 and when I put a windmill for power it doesn't give my sims power. The houses that have power have a solid line from the street and ones without power gave a dotted line.even when I place more than one together it doesn't help. Anyone have a solution? I'm also having the problem with water
