Power issue
One of my buildings can't get power wherever I put it

This is not simply a failure of too few power sources. I have a demand of 54 and a capacity of 89. The issue seems to be a lack of road connection, however the building is connected to a road, and was previously able to get power. I have now bulldozed the building, however every time I try and build a new one. Anywhere in my city, I see the same problem repeated.
- Are the roads the power plants are on and the road the residential zone is on connected to each other? In other words, could a Sim drive a car from the house to the power plant without going over grass?
I know I've made that mistake before. Something won't connect and then I noticed that I'm missing a tiny piece of road somewhere that is hidden by a building or that I accidentally bulldozed the wrong road while re-organizing my city,
