i put windmills and it doesn't give my sims power. I also tried putting a couple beside each other and it still didn't give off power. The same with water. Does anyone know how to r solve this? If not...

Okay, you have houses connected to roads, and you have utilities connected to roads. Are THOSE roads connected to each other? Meaning, would a car starting from your "powerless" residence be able to drive to your windmill without going off road? If not, you need to build roads so that a car could conceivably drive from the windmills to every residence you have if it wanted to.
In regard to your earlier question, power lines and pipes for water are built into the roads -- unlike other Sim City games, there is no need to build these separately. As long as roads connect the power plants to the neighborhoods, the power is supposed to flow. (Same for water and other services.) One thing that can happen is if you demo a road and build a new one, sometimes the power plant or well won't reconnect to the new road. It is supposed to happen automatically, but if you suspect this is the problem, just move the power and water sources around and then put them back again and they will make that automatic connection. Of course, you also need to make sure you have enough power plants, wells, etc for the number of residences you have.
