The same thing happened to me at level 34. My city disappeared, but I was able to get it fixed!
Uninstalling and reinstalling/completing the tutorial didn't work. I had to contact customer support, and they contacted one of their "experts" who then went on the server and manually restored it to where I was before.
So contact support, and let them know you need to speak with one of their "experts" because you did all the troubleshooting and it didn't work. They'll fix it!
