I have contacted support with the same problem. They told me they haven't changed services coverage since soft launch. Which is an outright lie. I am playing the same game since day 1. I lost over 50,000+population and had to re gig everything. Not impressed with support lying about it.

Now that this has been acknowledged by your team, do you have an ETA for a fix? This is game-breaking for all of us impacted and I would suspect this be prioritized high on your task list. Maybe even an off-schedule release is in order to hotfix this?
