I'm also experiencing the same problem, even though no rail is connected to the bridge, there is a remaining piece that is impossible to remove, making it impossible to build a normal street...following image similar to the problem
Even after the update, the same problem remains in Green Valley regarding train bridges, the tracks continue to go outside the Map.
There's also the same problem in the Frozen Fiords region...

What should the railway bridge look like without being connected to a railway line?
This is the only part of the Valley where the rail bridge is bug-free, the other three sides are bugged, leaving it off the map and preventing normal roads from being built.
This is the last side of the second trail that connects the central island to the third part of the Valley.
