Why not to make up the railway station, which located near the mountains?

im Ned the Lab, wondering How can i get the Railway system in my City??
i keep going to other players city's and a few have the Railway , im Sure i have the latest Upgrade but still cant find it??
Do you have any info on how to aqire it..

You don’t want them, it is a horrible addition to the game and is ruining the game experience
