I dint think it's possible to add random friends. I'm now in lv 10 and I don't get any friends! But if some of your Facebook friends play the game you can connect to Facebook! Good luck and marry Christmas!

Once connected through Game Center, Google Play, or Facebook you can visit your friends’ cities.

If you aren't connected socially or don't yet have any connected friends, you will still see your neighboring mayor, Daniel.
