I did the same thing. Initially progressed more than the city could handled. So I restarted once through and managed to pull through. Now I'm at lvl10 - moving it slowly

You can find the best building/service per simoleons on the net. Just need to google it and find some good guides.

I particularly noticed that the best sewage was the second option, so I checked my level before unlocking the sewage service to make sure I had enough simoleons for it...

    Finding any guide at all seems to be my problem. I tried several searches but keep coming up empty. Now that I trimmed down the residential lots I'm trying to plan city block layout. What little info I could find so far says to avoid road upgrades. But if you get more than 3 or 4 large residential buildings on the same road it demands upgrades. I don't know if staggered (zig zag) road patterns avoid the call for upgrades.

    Visiting others in hopes of finding good park placement, or any parks at all appears to be a huge chore. After visiting 6 or 8 others to find haphazard conditions I gave up. I assume ideal placement would be full boost coverage. One park for every 6x8 area for example using the first rectangle park.

    I also observed something odd with police and fire. Police has 12x12 coverage but fire has 10x12 coverage. This may impact layouts if roads are placed strategically to maximize usage of the coverage area.
