I have 2 cities running trains, for now both are level10, so not too bad, but… on city is lvl80 with no problems, the other is city level18, and has requests of silk, at level 18, you dont have regions, so you cant buy sell or ceeate silk! Fortunatelly i could pay 10 simcash to change, but if its silk, what other region items can i expect, i think this is a bug, i reported the helpdesk also.
It did that for lots of us in our Club too. I either had to wait out the timer or use Simcash to get rid of it. Only to have it come right back!

When you get request on items you can not produce: This means you could free-up a new region , what you most probably not have done. Look at your region's : If it shows that a new region could be open: that is the clue !
Itold you, i am lvl18 with my city, there are No regions possible! And i will stay at lvl18! (My other city has 4 regions, so i know howit works, tnx)
Nice, at my large city, i have 4 regions, but now, i need petrol cans, haha, thats the region i dont have, but i need 10k inhabitants in the regions for my 5th region, its not nice anymore, please fix! It cost me 10 dollars everytime i need them, very sometimes i can watch a movie i meant 10 million inhabitants, haha
