I believe what you are seeing, is an indication that you can upgrade your commercial buildings, of which each can be upgraded 3 times, unlocking additional items you can produce. Press on each and every commercial building one by one and see if you see an arrow up icon, indicating you can upgrade, for a cost of Simoleons of course. Hope this helps.
Well, while I had the number three there, all business buildings were at their respectively possible highest level. So that couldn't have been it. Now, after I received the two business buildings sports and ..., it's back to "two", and this time it's because one hasn't been levelled up cvompletely and the VU business building hasn't been built. So it's back to normal, I guess, but it wasn't before.
