SimCity Buildit is aware of the issue as you can see here. They said they have fixed the issue but if you still don’t see friends, you contact the support team. You can contact support in game by going to settings, help, contact us. This will take you to the support site. From there, fill out the form explaining your issue and you should receive a reply within a few days.

Looking at your attached photos again, it might not be the Facebook issue that caused your friends to disappear. It appears that you have recently reached level 100. Because the difference between level 99 and 100 is so enormous, it is considered near impossible to reach playing legitimately. Assuming you did reach this level legitimately, it still likely triggered the anti-cheat system and sent you to the naughty island. This would explain the disappearance of your friends and Daniel’s city.
If you are at the naughty island, the support team will have to decide if you reached it legitimately and if you did, they will move you back to the regular server where you can continue playing normally. They might even compensate you with some SimCash 🙂
