Unless you're playing anonymously (if your city is not connected to a Facebook or a Google Play account) try to uninstall and reinstall the game.

Hi, I have almost the same problem but actually I didnt bulldoze anything. The hat icons just are not coming up and I cant build new houses even if it shows me that i shoudl be able to place 2 more. Reinstalling game is not the solution, I tried it.
is there anything moreni can do?
Having the same issue and I can’t find a way around it. I have buildings that are ready to be built but I get stopped with the same message yet I have no yellow hats to upgrade my current buildings
