All you need to do is delete the App; when gamecenter asks if you want your data keeping or removing select remove. Reinstall the game and done, you will be presented with the initial tutorial.

Uh, it doesn' erase the information/game saved in GameCenter or Facebook. As soon as you try to login to either, it'll ask you to either play the "new city" (local play) or import the game you were playing via the saves on those servers
