I had this problem after upgrading my Amazon Fire Tablet. I tried everything I could think of.... And then...

I cannot know if you are using a Fire tablet, but here is my reply to someone else who had this problem It worked for her...hope it works for you!

I recall having a similar problem using the Fire 8+ (2020 version I think).

I, too tried all I could think of, and as a last, desperate clutching at straws option, remembered I'd set my 1 TB SD card to be used to run games etc, and not so it could be ejected and swapped into another Fire tablet.

I did a hard reset of my Fire Tablet 8+, but this time set up the 1TB SD card as additional memory which could be swapped between Amazon Fire tablets.

I reinstalled SimCity build it and played through the tutorial to the point I could reload my previous saved city. The city restored as it was supposed to, and the black and white boxes were replaced with the correct icons......

I can't promise this will work for you as it did me, but when you get to a certain level of frustration, you'll try anything!!!
