Here are some troubleshooting steps that should help:
1) Clear the browser cache on your device. If you're not sure how, here's are some useful articles that covers the main browsers used on:

2) After clearing your cache, reboot your device (ie turn it off then turn it on again!)
3) Also, check to see if you have any Operating System updates for your phone. The exact steps can vary from device to device, but generally it's a case of checking your menus:
Settings > About Phone > System Update or Settings > General > Software Updates > Install Now
4) If you are running any 'optimization' type apps on your device -- those that claim to save battery or 'speed up' your device by clearing temporary caches and/or killing unnecessary background apps -- please ensure you exclude SimCity BuildIt from their lists. The game is designed to store temporary data on your device specifically to ensure the smooth-running of the game, and any abrupt closures from external apps can result in minor loss of progress in your city or other strange behaviours.
5) You could also check your internet connection by testing the ads on another wi-fi connection or using your mobile internet connection.
