If you have linked it to Facebook, your city's progress is stored on/in the cloud. You can safely uninstall and reinstall SCBI without losing anything. After reinstall, you may have to play through a short tutorial, not always though. After the settings icon appears, (be sure you are logged into the fb account that is linked to your city) click the icon and you'll want to select "Log in with Facebook" and if you're then asked if you'd like to keep the city stored on your device (the new "tutorial" city) or the one stored on/in the cloud, you'll want to select the city stored in the cloud.
