I would argue that the answers given thus far are not misleading, when the original question was "Maximum Storage and War Card Level?". If you find your city is easier to manage with only Capital City unlocked and 700 storage slots (+ any temporary storage from Mayor's Pass), you may choose to play that way. Whatever best suits you and your style of play.
