As explained in the FAQ you can't overwrite a city:
Can I delete my saved cities from Facebook, Game Center or Google Play? - There's no way to delete those previous saves, sorry! It's a security feature to make sure you can play across your devices safely.
I would suggest to uninstall and reinstall the game again and make sure that to log into Facebook and not Google Play or Game center for instance. If you cannot find your city after that, please contact support and they will have a look at the situation.
