Do you have any residences next to factories, trash, sewer etc. Try moving them away from the pollution zone. Cheers

No, my residences are all on one side of my city, and all factories, energy plants, water plants and sewage plants are together far away from the residences.

Why is your happiness only at 95? With only 32 zones it should easily be at 99 or 100! Try figuring that out and move your happiness up to 99
