I paid for purchasing the Simcash and then experienced the same problem. So I know how frustrating this can be from first hand experience. Prepare your notes to the tech guys as best as you can when you launch an "in game technical support topic". I think it is a server problem but EA will not admit to that.

EA's techs will say that you have "mistakenly tapped" a wrong button (rushing a delivery perhaps) or confused spending Simcash with Simoleans. If you complain loud enough they will say "we do not want anyone having a bad experience playing" and then replace the missing Simcash or a portion of it then tell you "we have reimbursed you to the highest level we can".

Just don't take no as a answer until all Simcash is replaced.
