Your device certainly has the technical specifications needed to run this game. The things that can cause lag on most games for mobile devices are either something else running in the background using up CPU clock cycles, or something running that is using up part of your available data stream, or both. Either situation will leave the game waiting on the other app or process to finish so it can do it's own thing. A long wait to a CPU might be measured in milliseconds, which to us humans, gives us what we call lag. Power cycle your device (that is, turn it completely off for a few seconds, then back on). Check to see if any other apps are starting on their own, and shut those apps down unless you need them. People tend to never shut down their cell phones, and some do the same with tablets. I recommend doing a full power cycle at least once a week, but more often won't hurt, especially if you start and stop a lot of different applications.
The secret to this game is getting a good start, and that means not over-building at the beginning. You want to stabilize your city (that is, ensure that the residential zones you have now have sufficient water, power, fire protection, and police protection. If you have progressed to the point of requiring any other service or coverage, then make sure those are stable as well. If needed, it's OK to demo some residential areas to help with stabilizing the city -- the population will decrease, but they won't be mad at you! Do not demo any services or factories or stores you built already.) Once your city is stable, just make stuff and sell it until you build up a decent nest-egg. During this time, it is OK to fulfill shipping orders, if you have progressed that far already. Some of the things you need later in the game cost a lot of Simoleons, and you don't want to be caught unready. One moment you'll be seeing the message that says you went up a level, and the next moment your population's happiness will be going down because they lack some service you don't have the money to buy yet. In my own case, I built up to 1,000,000 Simoleons, but that might have been a bit excessive.
SimCash can be earned by completing the goals you see when you click on your Mayor's mansion. It can also be purchased, of course. Regardless of how you acquire it, be careful not to waste it. For example, it's best not to use it to speed things up -- they can wait. Many posts here on strategy will tell you to use it for additional slots in your retail stores and in your Trade Depot (if you choose), and to use it for decorative items that you like, such as some of the parks. Ultimately, how you use it is up to you, and as long as you are happy with it, there is no wrong choice. It's just a game, have fun with it!
Currently, there are numerous complaints about Global HQ or the Trade Depot (including my own). One strategy you can use is to look for items that require the same level tech as the item you need, and click on those items to see if the seller happens to be selling the item you need as well as the item he or she advertised. It is time consuming, but it does work sometimes. Currently, there is no filter or other mechanism to help ensure you get what you need, and this has been the cause of many topics and discussions here in Answer HQ.
