You dont haveto use the mass transit. Rail items are only needed when building or upgrade living wuarters. Just use an architect and or a movie to skip that. When you do use the trains, its a time consuming extra game. When having multiple cities its a daytime job. I only have 3 trains running on my cities, it takes a long time to upgrade to 4 trains, because you have to upgrade current trains to obtain new ones. You you are completely free to use them or bot. Perhaps an idea to build them on a region not so crowded. I dont see myself to get 5 regions because of the many inhabitants you need so this is a nice extra for the game
