You need to isolate those buildings that have a dirty radius to them, i.e. your factories. It appears from your screenshots that you have open space on the rightmost side of your city? Why don't you move your factories over that way? Since the beach opens left to right you can slowly work on relocating or eliminating those constructs that have a dirty radius to them.
