Rearranging my city?

When I first started the game I didn't realize how many essential things would need to be placed about the city (police, hospital, fire, garbage, power, etc). As a result, now that I have progressed in the game and have most things unlocked, my city is a mess. I really want to move everything around so I don't have strips of land that I can't place anything on because they aren't large enough and to better my layout. Any ideas on how it might be possible? I was thinking about expanding the land and moving buildings into the new area and then rebuilding roads and replacing all the buildings in a new layout. Any help is greatly appreciated

    It's slow going if you don't have much room to move your buildings around. My primary suggestions would be:

    1. Invest in the highest level fire & police stations, and hospitals. The coverage is so wide that it can allow you to bulldoze unneeded smaller stations and free up some space.
    2. Move utilities to one edge of the map. Keeping them near residential areas means they're taking up valuable land that's covered by fire, police, and medical. They don't need those services, so keep them out of the way. Every time I unlock a new piece of the map, I move all of my power, water, sewage, waste, and factories as far into the back as possible.
    3. You don't really need to go too crazy on roads. They're using up land too. I keep mine in city blocks of 4 tiles by 10 or more tiles. That's 2 residential zones wide so there's no wasted space.
