You need to make sure that you are using Facebook to sing into your city. Then when you download it on your new phone, play through the tutorial, click on settings, and sign in through Facebook....or google+ or Game Center.

Judging by your post count, I'm assuming you're affiliated with EA. If that's correct, why don't you all read and respond to all the questions in the discussion forum and reply to all the questions and complaints?
i have same problem.after factory reset my device,i cant get my old city,if i loged my email.show messege email coneth to oter city.
this problem because stupid me or stupid game
