Renew Building plan by watching ads

Today I noticed a feature that wasn't there before. If I renew the building plan for a building I have two options: paying 12 simcash or watching ads (before one had to wait 30 minutes). But now the "watching ad"-feature disappeard. Does anyone know the conditions for using the feature? Is it limited by time or is it limited by frequency?
