Restarting :
I started a second city on my phone and I want to use this one on Facebook rather then the first town which was rubbish how do I get the second city to overide the first one on Facebook so i can see my friends progress 🙂

Unfortunately it seems like you can't. Only fix appears to be reload original city and start again. Having similar issue with being connected to Google play account. Sorry!
