Rewards Impossible to Achieve
If I want the skyscraper that serves as the reward for completing the Season Collection in the City Album, I need the Riverwalk. To get the Riverwalk, I need 29,950 snowflakes. I currently have 5135....

As the others have already stated, the fact that there is a limit to the amount of snowflakes you can "earn" by completing the weekly event track, the Chicago missions, and the CoM - since they have established a weekly cap - means they are gatekeeping the biggest rewards, like the Riverwalk, to only be accessible by purchasing the snowflakes with real money.
Therefore, they are making a clear cut between free-to-play players and "premium".
Either play casual and get fun out of the game without stressing about earning stuff, or be a completionist and be ready to spend 50+ USD a month.
Or, quit the game altoghether.
The only problem is that even players with premium can't get it building, I'm level 13 and I have an assignment to make a green smoothie that I don't even have open. I have collected 21000 seasonal currency and because of the faulty quest I realise that it is already possible to get nothing?????
