sapphire keys any way to earn them apart from CoM

So apart from earning them in the Contest of Mayors, is there any other way to earn sapphire keys?

I forgot about wars - thanks for that. I haven't been doing wars but I used to and now I remember. Thanks for reminding me. I suppose those are the only two ways then?
