Services are red
It says my services are red but when I click on them I have more than enough for my population. It also says my storage is full when it is not

Check also that a small park has moved into the path of the road somewhere, it happens to me constantly when I do an upgrade or remove an item to put somewhere else.
Check your road connections from services to affected residentials. This is usually caused by a broken connection somewhere.
