Services question

Why is that when I have updated all services so they are satisfied and I have made no changes to my city (no update to homes, no additional homes), the next time I login there is always more demand? ...

I had same problem so I bulldozed those RZs ….. problem fixed. But then I put in another RZ and upgraded to lvl 3 only no problem as yet
