Sewage and waste bug

Sewage and waste management are not working even after I added several extra. I restarted it several times and deleted and reinstalled it - the bug is still there. 

iPhone 15 Pro Max

IOS version 17.6.1

Game version 1.56.7

UK time is 16:43

    This happens when the  services are not connected by roads to the rest if the city.

    Two things…. Either your roads aren’t connected to all the residential areas or your traffic is too congested and you need to upgrade the roads to make full use off them
