I have a 500,000 plus city on my android phone. How can I get my city on my new iPad. When I try it just keeps proceeding with a new city. I tried with Facebook. Android has Playstore. iPad has Game Center. What do I do. I want to use my iPad but not starting overall again.

You need to complete the tutorial, then you'll have the option to log into your account and retrieve your city. I was a little scared too the first time. It takes a little time to finish the tutorial and you feel like you're starting all over again.

It is a possibility, yes but if your city is already linked to a Google Play account, I would recommend contacting support.
Google Play and Game center belonging to two different companies, they don't communicate with one another. That's why if your city is linked to a Google Play account it cannot be retrieved on a iOS device and vice-versa. Linking the city to a Facebook account makes it possible, but once a city is tied to an account it's impossible to overwrite the save (it's a fail safe).
