No this is not the case. There's a face to the top left of the screen and next to it is a percentage. If that percentage is at 0% then yes... You wouldn't get any cash.

Basically the 2 main (not only ones, but main ones) ways to get money are: upgrading your residences by paying the resources they are asking, and taxes.
Click on your town hall to see how much taxes you are making.
