i have been having this issue as well. the only real way i was able to get the game to run was to enable windows built-in administrator account, then log out of my main account and log into that account and run the game as an admin from there. at least... thats how it was until a matter of hours ago. for what ever reason, windows update wanted to install windows 11 25h2, even though it was already at 25h2. i let windows update do it's stuff and now the game is working normally. i did do some stuff yesterday which might have contributed to getting the game working again after windows setup ran, but up until windows update re-installed windows, the game still had the same error in the first post here. as far as i can see, two major things helped getting the game working. first was i did a complete reset of my security software settings (Eset Smart Security Premium) which cleared out any possible reasons why the game was not able to 'phone home'. second, was of course the windows reinstall.
so... to get the game working in win11 25h2 as of today try this: reset any security software settings to default (you can always set them back to how you like later), check windows update to see if it wants to install windows 11 25h2. if it does not, got to Settings>System>Recovery and press the button marked 'reinstall now' for option 'fix problems using windows update' this will initiate a windows repair install. once windows is reinstalled, try the game again.
