SimCity builder, rail tracks reconfigure themselves

Is anyone else having   problems with the Rail tracks reconfiguring themselves? The tracks relay themselves even into a mounting range which you cannot delete totally screwed up the game.

trying to reinstall but hasn’t made any difference
