I am having same issue but mine is Sunny Isle causing the crashes and I had done everything to trouble shoot it too

SimCity Buildit crashes constantly
Game keeps crashing when trying to access services. When I try to open roads, etc this is what I see! Very frustrating. I totally reinstalled the game and did all the suggested fixes to no avail.
